Deprem bölgesindeki psiko-sosyal hizmetlerin değerlendirilmesi

Abstract

Afetlerin bireyler ve toplumlar üzerinde yıkıcı etkileri bulunmaktadır. Bu etkiler göz önüne alındığında, afetten etkilenen bireylerin ihtiyaçlarına uygun psikososyal müdahale modelleri geliştirme ve uygulama, nitelikli afet yönetiminin bir parçası olmaktadır. Bu bağlamda çalışma, 6 Şubat 2023 tarihinde meydana gelen ve 11 ili etkileyen Kahramanmaraş depremi sonrasında, depremden etkilenen bölgelerdeki bireylere yönelik gerçekleştirilen psikososyal destek hizmetlerinin, bölgede görev almış psikososyal destek görevlilerinin gözünden değerlendirmesini amaçlamaktadır. Nitel araştırma yöntemiyle hazırlanan bu çalışmada çeşitli kamu kurum ve kuruluşlarında ya da sivil toplum örgütlerinde görev yapan 10 psikososyal destek görevlisiyle derinlemesine görüşme gerçekleştirilmiştir. Çalışma kapsamında afet bölgesinde görev almış psikososyal destek görevlilerinin gerçekleştirdikleri psikososyal hizmetlere yönelik öz değerlendirmelerine ve genel olarak gerçekleştirilen psikososyal destek hizmetlerine yönelik değerlendirmelerine yer verilmiştir. Görüşmelerden elde edilen veriler incelendiğinde deprem sonrası gerçekleştirilen psikososyal destek hizmetlerinin yeterli, nitelikli ve ihtiyaca yönelik olmadığı, kurumlar arası koordinasyonun sağlanamadığı yönündedir. Etkili psikososyal müdahale için ihtiyaca yönelik nitelikli uygulama ve kurumlar arası koordinasyonun sağlanması gereklidir.Disasters have devastating effects on individuals and societies. Considering these effects, developing and implementing psychosocial intervention models appropriate to the needs of individuals affected by disasters is a part of qualified disaster management. In this context, the study aims to evaluate the psychosocial support services provided to individuals in the regions affected by the earthquake, after the Kahramanmaraş earthquake that occurred on February 6, 2023 and affected 11 provinces, from the perspective of psychosocial support officers working in the region. In this study, which was prepared with the qualitative research method, in-depth interviews were conducted with 10 psychosocial support workers working in various public institutions and organizations or non-governmental organizations. Within the scope of the study, the self-evaluations of the psychosocial support workers who worked in the disaster area and their evaluations of the psychosocial support services in general were included. When the data obtained from the interviews are examined, it is seen that the psychosocial support services provided after the earthquake are not sufficient, qualified and need-oriented, and that inter-institutional coordination cannot be achieved. For an effective psychosocial intervention, it is necessary to ensure need-oriented qualified practice and inter-institutional coordination.
