Klasik Yunan ile Roma dönemlerinde yapım süreçleri ve yönetimi; bir inceleme çalışması

Abstract

Yapı ihtiyacının ortaya çıkması ile başlayan yapım faaliyetleri, disiplinli ve düzenli süreçler halindeyürütülen inşaat organizasyonlarını gerektirmektedir. Yapım yönetimi ve organizasyonu; yapı üretimindeizlenen süreçleri, yönetim mekanizmalarını, süreçlerde yürütülen işlemler ile işlemlerde rol alan kurum vekişilerin nitelikleriyle aralarındaki ilişkileri tanımlamaktadır. Bu çalışmada, araştırma konusu dönemlerinyapı üretim süreçlerinde, yapım yönetimi konusunda yönetsel teknikler ve stratejiler geliştirilmiş mi sorusunacevap arama çabası ortaya konulacaktır. Bu çabaya dair kurgulanan araştırmada, Avrupa ana karası ileAnadolu’da uygarlık kurmuş ve yapı sanatının gelişiminde önemli rol oynamış; Klasik Yunan dönemi (MÖ.VI.-IV. yy) ile Roma Cumhuriyet (MÖ. 509-27) ve İmparatorluk (MÖ. 27 - MS. 395) dönemlerinde yapıüretim süreçlerinde yürütülen yapım, yönetim ve organizasyon teknikleri incelenmiştir. Çalışmanın amacı, birbirleriyle çağdaş olmayan bu uygarlık dönemlerinde geçerli olan yapım süreçleri ile yönetimmekanizmalarını ortaya çıkarmak, aralarındaki benzerlikleri ve farklılıkları belirginleştirerek söz konusudönemlerde işletilen yapım ve yönetim sistemlerini karşılaştırarak değerlendirmektir. Çalışmada yöntemolarak; gerek taş yazılı yapım metinlerinin epigrafik çözümlenmiş açıklamalarını içeren belgelerden, gereksedetaylı literatür araştırması sonucu elde edilen bilgiler bütünsel bir değerlendirmeyle ele alınmıştır.Araştırmada, günümüzde olduğu gibi incelenen dönemlerin yapım süreçlerinde de, yapım sonrası hesapverilebilirliğin temel alındığı etkin denetime dayalı yapım yönetimi ve organizasyon tekniklerininkullanıldığı tespit edilmiştir. İncelenen dönemlerde uygarlıkların yapı ya da yapı gruplarına karşı takındıklarıtavır ile yapı üretim süreçlerinde geliştirdikleri örgütsel, parasal ve yasal sistemler, dönemlerinin yapımyönetimi şemasını ortaya koymaktadır. Bu bağlamda, çağlar boyunca nitelikli yapı üretiminin temelini, planlıyürütülen yapım süreçleri ile doğru kurgulanmış yapım yönetimi stratejisi ve denetleme sistemlerindeki etkinuygulamaların oluşturduğu anlaşılmaktadır.The construction activities that start with the emergence of the building requirements require the construction organizations carried out in disciplined and regular processes. Construction management and organization defines the processes followed in building production, the management mechanisms, the processes carried out in the processes, the relations between the qualifications of the institutions and individuals involved in the processes. This study aims to seek answers to the basic question of whether the techniques and managerial strategies on construction management and organization have been developed for the construction processes in the research subject periods. In line with this purpose of the research; the construction, management, and organization techniques applied in the construction processes in the Classical Greek period (BC. 6th and 4th centuries) and the Roman Republic (BC. 509-27) and the Empire (BC. 27 - AD 395), which established civilizations in Anatolia with the mainland of Europe and played an important role in the development of building art, were examined. The aim of the study is to reveal the construction processes and management mechanisms that were applied in these periods of non-contemporary civilization and to compare the construction and management systems applied in those periods by clarifying the similarities and differences between them. In the study, the information obtained from the documents containing epigraphically analyzed explanations of the construction texts written on the stone and as a result of the detailed literature research was handled with a holistic evaluation as a method. In the study, it was determined that construction management and organizational techniques based on effective control were used in the construction processes in the past, as in the present, based on post-construction accountability. In the periods examined, the organizational, monetary, and legal systems developed for the construction processes with the attitude of civilizations towards a building or a building group reveal the construction management scheme of their periods. In this context, it is understood that planned construction processes, and the correctly implemented construction management strategy and effective applications in the inspection systems form the basis of the construction of qualified buildings throughout the ages based.
